Operating as a recognised regional and European enabler for digital transformation, this Cyber4All initiative serves as a trusted operational bridge between innovation ecosystems and real-world deployment, particularly in highly regulated environments. Scaling its impact through 2028, the hub focuses on advanced cyber resilience, secure artificial intelligence deployment, and practical support for compliance with new European regulations, including the AI Act, NIS2 Directive, and the Cyber Resilience Act.

To achieve this, the hub delivers a specialised service catalogue designed to directly benefit small businesses, startups, and public sector organisations, often accessible through subsidised service vouchers. 

SMEs can utilise tailored Cyber Maturity and Cyber Start-up packages, gaining access to comprehensive digital maturity and risk assessments, as well as hands-on penetration testing within a state-of-the-art "Cyber Range" polygon that simulates live cyberattacks. 

These technical evaluations are paired with Access to Finance services - such as investor matchmaking, crowdfunding consulting, and EU funding seminars - which significantly improve an enterprise's investment readiness and growth potential. 

Meanwhile, public administrations can safeguard critical public infrastructure through a dedicated Digital Municipality Package, which provides specialised vulnerability testing alongside operational and managerial staff training, for beginners and professionals, to ensure regional services are resilient, digitally modernised, and fully compliant with EU digital laws.

This integrated ecosystem is driven by a multi-stakeholder consortium that includes the Union for Private Economic Enterprise, AI Cluster Bulgaria, the Bulgarian Cybersecurity Association, the Institute of Information and Communication Technologies (IICT-BAS), Trakia University Stara Zagora, NEW I JSC, and Plovdiv Municipality. By merging advanced academic research in machine learning and cybersecurity with industry-led defensive consulting and regional public governance, these partners seamlessly orchestrate the full innovation lifecycle. Their combined synergy ensures the scalable and replicable deployment of trustworthy, secure, and sovereign digital solutions across the region.
